אין בספר זה מרשם פלאים לתיקון החינוך או החברה בישראל, אבל יש כאן מבט מפוכח וכאוב על נושאים כמו צדק, שוויון, הפרטה ולימודי ליבה, ובחינה של הפער בין הרצון הכללי לשפר את החינוך בישראל לבין רצונו הפרטי של כל אזרח לדאוג לעצמו ולילדיו גם על חשבון אחרים. בעולם כל כך תחרותי, הרצון להבטיח חינוך טוב יותר לכולם מתנגש עם הרצון לנצח את כולם, ובהתנגשות זו טמון חלק ניכר מחוסר היכולת לצמצם פערים ולהבטיח שוויון הזדמנויות. חינוך נע במהלכים אטיים וחסרי הוד, פירותיו מבשילים בהדרגה והשפעתו מצטברת וניכרת רק לאחר שנים רבות. היחס בין ההשקעה לתוצאה הוא כמעט תמיד מקור לאכזבה, ובכל זאת הערגה לשינוי גואל אינה מרפה מאיתנו והציבור ממשיך לחפש אחר התמורה הגדולה. במי מפחד משוויון בוחנת פרופ; יולי תמיר את הקשר בין הצלחה לכישלון באורח חדשני הקורא תיגר על חלק מהחשיבה החברתית שלנו ועל הנחות היסוד הפוליטיות והארגוניות שאנו אוחזים בהן. בבהירות וביסודיות, תוך מחשבה רחבה ומעמיקה על הקשרים שבין מסגרות החינוך המוסדרות לבין תהליכים פוליטיים מקומיים וגלובליים גורסת פרופ; תמיר כי חלק נכבד מהקשיים החינוכיים שישראל מתמודדת איתם כיום אינו נובע מצעדים שגויים או משחיתות שלטונית, אלא דווקא מהצלחות. פרופ; יולי תמיר כיהנה כשרת החינוך, עמדה בראש האגודה לזכויות האזרח ומכהנת כנשיאת מכללת "שנקר". פרסמה מאמרים רבים בנושאי ליברליזם, חינוך, לאומיות, פמיניזם וזכויות אדם. ספרה "לאומיות ליברלית" (1993) השפיע עמוקות על החשיבה הפוליטית העוסקת בלאומיות. במהלך כהונתה כשרת החינוך בכנסת ה-17 הובילה את תוכנית "אופק חדש" אחת הרפורמות הרחבות שיושמו במערכת החינוך זה עשורים. בתוך כך פעלה להגדלת תקציב החינוך, לבניית אלפי כיתות בפריפריה, לשינוי אופי הלמידה משינון לחשיבה, להעצמתן של תנועות הנוער ולהעמקת לימודי האזרחות. תמיר היא אם לשתיים ומתגוררת בתל אביב.
